Summary: Manages the delivery and coordination of refugee services. Provides ongoing training, supervision, and support to direct service staff. Maintains current knowledge of grant programs and ensures compliance with requirements and performance standards for Reception and Placement (R&P), Matching Grant (MG), Refugee Medical Assistance (RMA), Refugee Cash Assistance (RCA), Refugee Support Services (RSS), Services for Older Refugees (SOR), and other grant-funded programs.

Leads direct service staff and ensures contractual compliance, timely delivery of core services, and proper reporting, while appropriately addressing client needs.

Possesses a strong commitment to the mission of Catholic Charities including the understanding of Catholic Social Teaching and ability to demonstrate the philosophy and values of the agency.

Essential Duties and Responsibilities

Staff Hiring, Training, and Supervision

  • Oversees the hiring, training, support, supervision, and performance evaluation of direct service staff, including case managers, employment specialist, adult education coordinator, youth mentoring coordinator, health promotion coordinator, with potential for additional direct service staff;
  • Provides guidance and support to direct service staff through intensive initial and ongoing supervision and training in all aspects of the program;
  • Promotes teamwork, monitors and coordinates direct service staff workload, delegates responsibilities, and holds staff accountable;
  • Utilizes trauma-informed and person-centered supervisory techniques to address and model self-care and personal boundaries.

Program Management

  • Supervises the delivery and coordination of Reception and Placement (R&P), Matching Grant (MG), Refugee Medical Assistance (RMA), Refugee Cash Assistance (RCA), Refugee Support Services (RSS), Services for Older Refugees (SOR) services, and additional programs;
  • Maintains current knowledge of agency’s Office of Refugee Resettlement-funded programs and US Resettlement Program;
  • Ensures appropriate documentation and reporting of services in compliance with grant requirements and performance standards, such as through regular case file reviews;
  • In conjunction with Director of Refugee Resettlement and Associate Director of Refugee Resettlement Programs, ensures delivery of quality resettlement services through ongoing monitoring and evaluation of programs;
  • Other duties as assigned.

Qualifications

Education and/or Experience

  • Bachelor’s degree in Social Work or other health and human services field or four years of refugee resettlement experience required. Master’s degree in Social Work or other health or human service field preferred.
  • At least three years of direct service experience working with refugees, migrants or other vulnerable populations required.
  • Experience working on Office of Refugee Resettlement programs and refugee resettlement programs preferred.
  • Experience providing supportive and administrative supervision preferred.
  • Experience working and reporting on federally-funded grant programs preferred.
